Andrew is a dynamic leader with over 20 years of expertise at the intersection of law, policy, and technology, specializing in transportation and infrastructure. Known for his ability to communicate complex issues to diverse audiences, he has a proven track record of using advocacy and consensus-building to shape federal policy and enact bipartisan legislation that drives meaningful change.

A principal architect of the bipartisan Infrastructure Investment and Jobs Act (IIJA), Andrew designed and implemented programs that advance transportation safety, resilience, and modernization.  His efforts have been pivotal in driving key investments across the infrastructure ecosystem, from roadways to public transit, ensuring that critical systems are future-ready and resilient.

As Deputy Administrator of the Federal Highway Administration (FHWA), Andrew led the implementation of the $350 billion Federal-aid Highway program, providing strategic leadership in policy development, executive oversight, and grants administration to drive the modernization of U.S. transportation systems.

Andrew’s career spans influential roles in both the U.S. Senate, where he served as Chief Counsel to the Senate Committee on Environment and Public Works, and the private sector as Director of Legislative Affairs for the American Association for Justice. His expertise is highly regarded in fields of transportation, infrastructure, safety, and technology policy, with a particular focus on modernizing U.S. infrastructure to meet the demands of the 21st century.
